Minimum chapter rhythm

Biweekly: Carry skill / Light drill / Pass planning
Monthly: one community action
Semester: Forum modules or full cohort
Always: Ember for full members + hours logging

School approach sequence

1–3

Interest form → HQ call → identify advisor

4–5

District club process → 4-week pilot

6–7

Charter → service intro + Forum option → launch content

Anchor culture fit: JROTC · NHS · speech/debate. Home pipeline example: East Valley high schools including Skyline HS (Mesa) JROTC networks.
